    "content": "Clause 6 of the Bill proposes to amend the Act to separate the role of the bureau from the management in order to ensure there is good governance and the board handles policy. I think this is a matter for discussion. The serious census issue be left to the managers and not the board. Clause 7 seeks to clarify the functions of the Director-General of the KNBS, which is to include the function of designating statistics produced by the National Statistical Systems as official statistics based on set criteria."
