    "content": "In this Amendment Bill, Clause 13 is very critical to me, where the professional independence of the KNBS is assured. It is very important that their independence is guaranteed. The bureau must have the final word on statistical data and information in this country. It must have the power to cancel, review, adjust and if necessary, revise any statistical information that is obtained. In the last census, 10 years ago, we had serious problems in this country. Since this bureau did not have those powers, those decisions were made elsewhere. Of essence to me is Clause 4 of this Amendment Bill whereby the relevant Cabinet Secretary is given the powers to extend the census period to take care of any unforeseen circumstances during the duration. As we are speaking right now, in the whole of northern Kenya, we are undergoing a serious drought. This is a disaster in the making and as a result our people have crossed to neighbouring countries or gone to far-flung regions in many remote corners of our constituencies which cannot be accessed due to lack of roads.
