"content": " Hon. Speaker, I beg to move the following Motion: THAT, the Senate amendments to the Public Private Partnerships (Amendment) Bill (National Assembly Bill No.52 of 2017) be now considered. By way of introduction for Members to follow, this Bill was passed by the National Assembly on 31st July 2018 and, thereafter, conveyed to the Senate in accordance with the provisions of Article 110(4) of the Constitution. Subsequently, the Senate took long and passed it with amendments on Wednesday, 20th February 2019 after about seven months. The amendments were later sent to the Departmental Committee on Finance and National Planning of this House on 5th March 2019. This Bill is important because it wants to amend the Public Private Partnerships Act of 2013 in order to recognise county governments as distinct entities that can contract for public private partnership projects. With the guidance, law and support of the National Treasury, a county government can enter into a public private partnership project. To achieve this, the Bill makes provisions for guidelines to be made by the Cabinet Secretary to facilitate the manner in which a county government may deal with public private partnership arrangement. The National Assembly proposed further amendments to the Senate amendments to Clause 2. There are New Clauses 4A, 5A and 20 of the Bill. The Senate seeks the concurrence of the National Assembly with the Bill in accordance with the provisions of Article 112(1)(b) of the Constitution.
