    "content": "Section 2(a) seeks to amend paragraph (1) of the First Schedule to the Independent Electoral and Boundaries Commission (IEBC) Act of 2011 by increasing the number of persons to be appointed to the selection panel for the recruitment of the commissioners from the current nine to 11. Currently, the law talks about nine members for the panel. We are proposing in this law to increase it from nine to 11."
