Wamalwa is alluding to something which is a very old cliché, that there has always been a struggle where the citizens have always argued that there cannot be taxation without representation. That is why in the 2010 Constitution, the country saw it fit to dedicate a whole chapter; Chapter 7 of the Constitution, to deal with representation of the people. So, when you say that the great people of Turkana will be represented by two Members in this Chamber, then why is it that people have been yearning for more representation? I believe that is the point Hon. Wamalwa was alluding to."
