    "content": "If you look at the Executive Order No.1 of the President that was released immediately after the elections, all these commissions are placed under certain ministries in terms of helping them execute their mandate. Some have been put under the Ministry of Education and others at the Ministry of Justice at the State Law office. Some have been put under the Ministry of Water depending on their functions. They are independent, but part of Government at the same time."
