    "content": " Mr. Deputy Speaker, Sir, I beg to move that the Speaker do now leave the Chair. Thank you for that reminder. I thought I had done so. In this regard, therefore, the Government has set aside funds to cushion the vulnerable groups in ASAL areas and other pockets of poverty while paying special attention to learners with special needs. My Ministry continues to implement the first Medium-Term Plan of Vision 2030 which is the foundation for the National Development Strategy that links national policies, specific programmes and projects. Under the Vision 2030, the critical role that education is expected to play as an enabler in the development of quality human capital is well documented. My Ministry’s Budget is, therefore, cast having in mind the obligation of the Government, under the Vision 2030."
