    "content": " Order, Members. The Constitution is clear on appearances of CSs. In Article 153 (3) says that: - “A Cabinet Secretary shall attend before a Committee of the National Assembly or the Senate when required by the Committee and answer any question concerning a matter for which the Cabinet Secretary is responsible.” That is very clear. However, they have been misled by somebody else that they cannot appear before the committees of the Senate. So, they should stand by the Constitution when they are summoned to come. We look forward to them coming to the Senate."
