    "content": "Madam Temporary Chairperson, I beg to move: THAT, Clause 2 of the Bill be amended- (a) in the proposed new section 160A by deleting subsection (1) and substituting therefore the following new subsections- (1) The Cabinet Secretary shall, in consultation with the Council of County Governors, the Commission on Revenue Allocation, the Kenya Revenue Authority, develop a uniform county revenue collection system."
