    "content": "Thank you, Mr. Deputy Speaker, Sir, for allowing me to continue. I would like to bring to speed those who were not in the House. I did an analysis of the wage bill for the counties. I looked at the best and the worst counties in terms of when the governors took office in 2017, and the previous financial year. I also did a further analysis for the first three quarters of Financial Year 2018/2019 for the worst eight counties according to the Controller of Budget (CoB). I had earlier talked about the best performing counties and I will now look at the worst performing ones."
