    "content": "Secondly, Madam Temporary Speaker, I rise pursuant to Standing Order 48(1) to seek a Statement from the Standing Committee on Labour and Social Welfare regarding the pension plans for county government officers who were seconded from the national Government for functions that are devolved, such as health and agriculture. In the Statement, the Committee should explain the status of pension plans for county government officers who were seconded from the national Government for functions that are devolved, as stated earlier. Madam Temporary Speaker, we have problems in all these issues where the above staff fall, as regards pension. For those staff who are seconded, do they fall under the national Government or the county government? Does this circular on contract affect both staff? What level of pay grade is affected?
