"content": " Mr. Temporary Deputy Chairman, Sir, when I talked about the Development Vote, I mentioned that despite the fact that we had a very big vote of Kshs9 billion in the last financial year, this year, it was cut by Kshs2 billion. Most of these grants were cut mostly because of the sagas. Some of the grants were in the form of development programmes. For example, the World Food Programme (WFP) reduced its subsidy for us and, therefore, we have to supplement it from the other grants. As more and more partners come into the phase, we will include them. One area that is clear is that the partnersâ contribution is never captured in the Development Budget but it comes as an external phase."
