    "content": "Mr. Temporary Deputy Chairman, I want to seek further clarification from the Minister, courtesy of what he had already shared with us on Head 834 with regard to basic salaries and wages for the temporary employees. The Kshs2 billion is quoted under Development Expenditure. Why is that the case? Secondly, the projected estimate is Kshs2.2 billion for 2011/2012 and Kshs2.3 billion for 2012/2013. Is it a new policy that we are now going to hire these teachers on contract for the next three years?"
