    "content": " Thank you, Hon. Deputy Speaker. I support the Bill because it seeks to set up a co-ordinating committee. We know very well that in planning coordination is very important. It will assist the National Drought Management Authority to foresee and plan ahead and not to engage in knee-jerk reactions. It will not only enable the provision of food to people affected by drought but also come up with permanent mitigation measures that will enable affected areas to be self-sustaining when they face drought."
