    "content": "The Bill will bring to end situations where the Government is caught flatfoot, or unware in cases where people die of hunger without a proper plan in place. The Bill seeks to provide a solution. The National Drought Management Authority will be in a position to foresee using data from the weatherman, for instance, that a particular area will not receive rainfall and, therefore, food production will be affected. That way, proper plans will be made. For us from the western part of the country, a region referred to as the food basket, we will be on standby to provide food for areas that will be affected by drought.
