    "content": "Drought is one of the most devastating disasters in terms of the impact it has on the economy. It affects all productive sectors and service sectors. Drought is not restricted to the ASAL areas. We know that the 22 ASAL counties are most vulnerable in terms of the severity and frequency of droughts which we experience in the country. But that does not necessarily mean that other counties, especially those which have small pockets of semi-arid locations, are not affected by drought."
