    "content": "It is important for us to appreciate that when there is drought, the response will be based on credible information generated by our national drought monitoring system. In terms of what needs to be done, where it should be done and the intervention in various sectors, there are clear guidelines. What we only need the Ministry of Devolution to do is to come up with regulations in terms of how the fund is going to be managed but I would like to assure this House that as a country, we have a very elaborate, reliable and credible system of monitoring drought and using information generated by the system to guide decision-making."
