    "content": "As we speak, all the counties which are classified as ASALs are experiencing drought. Unfortunately, when we experience drought right now, we are forced to do a supplementary budget to respond to needs of the affected population. Once this fund is operationalised, it will help us avoid a situation where we divert monies meant for development to respond to drought. Actually, a good practice in drought management is to have contingency funds set aside with clear guidelines so that as and when the situation requires emergency response in different sectors, those funds are used rather than reallocating monies meant for development. I am happy that finally, if we pass this amendment in this House, we shall be able to enjoy the benefit of having an emergency fund. With those few remarks, I support the amendment. Thank you."
