    "content": " Thank you, Hon. Temporary Deputy Speaker for giving me the opportunity to contribute to this Bill. The ASAL areas suffer a lot because of drought. Once we have drought, our animals die and we suffer from malnutrition. Once we establish this fund, I am sure the people from the ASAL areas will benefit. The Bill proposes to align the fund with the Public Finance Management Act 2012. This is in relation to matters relating to preparation and admission of Budget Estimates, preparation and submission of accounts for audit, raising of revenue, expenditure and management of public funds. I want to support these amendments because I know my people will benefit from the emergency funds. Thank you."
