Temporary Deputy Speaker, Members have been debating since 3.00 p.m. This Bill is not about drought, it is about creating an emergency fund by amending the National Drought Management Authority Act. Never again will the Government look for money when there is drought. That account will be there. This Bill seeks to amend the National Drought Management Authority Act of 2016 by amending sections to provide for the establishment of the coordination committee and the National Drought Emergency Fund.
