    "content": "Mr. Deputy Speaker, Sir, we cannot allow a case where in this era and age, counties are unable to have proper book keeping. I mean, how can that be the case? If you are a county government and you cannot keep proper books, that is unforgivable. I hope what we are doing is not in vain; that these reports will not be put in some shelf to gather dust, but that some authorities will pick them up and action will be taken. We need to see deterrence."
