    "content": " Mr. Temporary Deputy Speaker, Sir, I rise to support the Vote of this Ministry. I would like to begin by congratulating the Minister and his staff in the Ministry. I would also like to congratulate the Semi-Autonomous Government Organizations (SAGOs) under her Ministry for doing a very good job. Indeed, they have taken advantage of the reforms that were started after the Water Act of 2002. Indeed, they require more resources. A Budget of Kshs32 billion is not adequate. I believe that an increase of the Budget to Kshs60 billion would help improve the water services in the country."
