At the outset, I would like to thank my Chairman and the Committee for putting in a lot of effort in coming up with this Bill. It is true that this Bill is very important. It is coming to address a number of issues that have been a challenge to the people of this country. If you look at the objects and reasons for the Bill, you will find that they have been addressed by the Chairperson. It is a Bill that has been there for a very long time but it had many challenges. Therefore, it comes to address a number of them. As it has been put very well by the Chair, this Bill also has an impact on the county governments as per the Constitution of Kenya 2010.
