    "content": "Thank you, Mr. Speaker, Sir. Nairobi is the capital city of this country. It is also said to be generating about 60 per cent of the Gross Domestic Product (GDP). Therefore, it is important for the county government to provide an enabling environment for that kind of production. Unfortunately, we have an Executive which has suspended departments and a county government which has a lot of infighting and where the Speaker could not run the county assembly for a whole year. We have problems that we need to think through. I agree with what Sen. Ochillo-Ayacko has said. This is because the Committee of the Whole will not have all the time to sit and hear the matters. However, if we get a dedicated special committee, it can have time to go through the problems and present the report to the House."
