He did not delegate his response to any Senator. For that reason, I will apply Standing Order 92(b) which states that- ‘A Senator who has moved a substantive Motion has, on conclusion of debate and before the Question is put, a right of reply, and may delegate that right to another Senator to reply in the Senator’s stead.’"
