We still have to fight faster, harder and more prudently to ensure that communities, for example, are able to exploit their resources and benefit from them. Another recommendation is to put in place a regional certification mechanism for the exploitation, monitoring and verification of natural resources within the Great Lakes Region. This cannot be overemphasized. If we approach it from a regional certification mechanism rather than at a country level, this might be able to help. When we were working on the Natural Resources (Benefit Sharing) Bill (Senate Bills No.31 of 208), we had the committees travel to different countries. One of the issues that we were told is that very few countries try to legislate on natural resources. There is a way of complexity in terms of the certification, how to go about it and it is such vast areas of natural resources. How do you bring them altogether so that you can assess them?
