It is very clear in the Constitution that counties are allowed to look for ways in which they can generate money. There are so many businesses that go on in the counties. There is therefore, need to have a standard way of ensuring that if someone is starting a business they know that there are certain rules that need to be followed to ensure that businesses are not interrupted and that the environment is conducive."
