    "content": "Madam Temporary Speaker, all counties in this Republic are given national funds so that they can develop. There is need to have a procedure that county executives can speak to with regard to ensuring that businesses in their counties are doing well and are escalating. Apart from escalating, if counties are able to manage their licensing very well and get revenue there is going to be employment for youth. There are very many youth out there in the counties who are idle and do not know what to do. They want to start businesses, but there are so many hurdles and handicaps. This Bill is going to be a boon for our counties."
