    "content": "In terms of development and ensuring that counties are doing what they are mandated to do, this Bill can take counties very far. It is in the counties that people are able to express themselves. As a Senate, we have to ensure that there is service delivery in the counties. For proper service delivery to be in the counties, we have to ensure we are legislating and coming up with polices that will ensure that back in the counties communities including youths, women and PWDs are able to benefit."
