    "content": "The justification is that this amendment proposes to give further effect to the amendment to Clause 2 of the Bill which we will deal with. The Attorney-General replaces the respective CS as the implementing agency of the Act. The Bill from the Senate states the CS as the implementing agency. Unfortunately, we do not have any CS who is in charge of legal matters today. We have the Attorney-General. This is why we have made a proposal to replace the CS with the Attorney-General. We will also amend the next clause plus the definition of who should be in charge. I move that we effect that amendment."
