    "content": "This is a proposal to delete the term “Cabinet Secretary” and substitute it with “Attorney- General” as the person to be appointed under Article 156 of the Constitution. Again, it is to bring order to the Act so that when it comes to the person liable to act under that particular law, we know it is the Attorney General and not a Cabinet Secretary because we do not have one who is dealing with matters of justice."
