    "content": " Thank you, Hon. Temporary Deputy Chairlady. I rise to support the amendments as per the Order Paper. Whatever is done in the National Assembly is cascaded down to the county assemblies. Article 119 of the Constitution says that every Kenyan has a right to petition Parliament. Sub-Article (2) dictates that Parliament shall legislate a procedure. Hon. Sir George is trying to put across that procedure. So, I support. In addition, not all Petitions should come to the Floor of the House. You can imagine the number of Petitions that come here going to the House Business Committee to be considered on the Floor of the House. This House will be overworked. So, we leave it at the discretion of the Speaker to see which ones are important. We cannot allow every petition..."
