    "content": " Hon. Temporary Deputy Chairlady, while the intention to enforce attendance in school is clear, I find Clause 8(1) to be onerous and cumbersome on the head teacher. Requiring the head teacher to go into people’s homes to find out why kids have not gone to school is redefining the job description of the head teacher to become a social worker and a child welfare officer combined in one person. That is onerous, cumbersome and difficult to enforce. You can imagine in a village administrative unit where we have got tens of thousands of homesteads, asking the head teacher to go to each and every one of them or for those who have been absent is, honestly speaking, not reasonable; we are not being realistic. It is unfortunate and a waste of resources to legislate that which you cannot enforce. The Committee, through the Chair, needs to relook at it and come up with statements that are achievable and doable instead of putting in what cannot be done. Thank you.
