    "content": " Thank you, Hon. Temporary Deputy Chairlady. I tend to agree with my brother Hon. Oundo that, even if we are referring to the head of an institutional center, it will be tricky for a person who does not possess power to try and command parents or families to take their kids to school. In Butere, where I come from, I have had meetings with chiefs and assistant chiefs and we are reinforcing that using them. If we find out that your kids are not going to school, the assistant chief or chief will come to your home and ask for reasons why they did not attend school. Therefore, I propose an amendment we use the presidential administration to do that rather than the head teacher. Thank you."
