    "content": "Secondly, there could have been a neater way to do it. Since you have to notify and seek approval of the County Education Board. Is it not fair to require that the County Education Board should have a timeline in which to respond to applications otherwise it will drag on forever, and if there is any business rivalry the County Education Board can just decline or not give approval forever? It is just a matter of tidying it up. Otherwise it is a good idea except for those two issues, that is, of pastoralist communities and the undue delay by the County Education Board to make a decision. I thank you."
