Conversion of public land to private land is governed by section 9 of the Land Act No.6 of 2012 and that is a mandate given to the National Land Commission (NLC). I do not know how they will abrogate that authority to the county assembly or County Executive Member and the County Education Board by-passing a constitutional body known as the NLC. Probably, this is a matter they need to tidy-up because again we see a serious challenge in law."
