    "content": " Hon. Temporary Deputy Chairlady, I beg to move: THAT, Clause 43 of the Bill be deleted and substituted with the following new Prohibition clause⎯ from holding back and 43. A learner admitted in an education centre shall not be held back in any class or expulsion expelled from the centre without the approval of the County Education Board. The import of the amendment is that it seeks to conform to the term “learner” as used in the various legislations within the education sector. It is also necessary to ensure that wherever there is a recommendation to have a child held back in a class or to expel a child, the school must seek the approval of the county education board before such action is taken."
