    "content": "On sub-clause (2), the amendment seeks to give effect to the provision of Article 54(2) of the Constitution which provides that the State shall ensure the progressive implementation of the principle that at least 5 per cent of the members of the public in elective and appointive bodies are persons with disabilities. That is to align it with the Constitution. Further to that, the amendment seeks to ensure that there is continuity and no conflict of terms used in the Bill as well as in the Basic Education Act No. 14 of 2013. The Ministry has made a proposal to the Committee to have the names of the body changed from Education Standards and Quality Assurance Council to the Directorate of Quality Assurance. This is also to ensure that it is in line with what is in the law."
