    "content": "Several Members, when contributing, said that we could not go to the extent of determining the terms of payments because they thought it was not necessary. However, it is necessary. That is the only measure which the Competition Authority will use to determine whether someone has abused power or not. If you do not determine and indicate clearly the terms of engagement, it will be hard to implement. We should not be making a law in this House in futility. The law must be very clear. It has to have certain items which are not debatable. We want this country to have a favourable environment for businesses to thrive. This is a country which of late has been rated very well in terms of ease of doing business. However, we also want to ensure that as much as we are encouraging direct foreign investment, we also encourage our local entrepreneurs to operate within Kenya. We cannot allow our small manufacturing entities to fall off because of unfavourable conditions."
