If you agree with our proposal to have Plenary, would I be in order to suggest that the joint survey that is mentioned in Question No.2 by Sen. Wetangula should also be tabled, so that we can understand and question the Cabinet Secretary Ministry of Foreign Affairs and International Trade on why there was a departure and whether a Cabinet decision made by a previous Cabinet is binding on the Cabinet of President Uhuru Kenyatta?
