    "content": "Mr. Temporary Speaker, Sir, when we talk of education support, we must be candid as a country. If we want to do something in the area of the deaf, we cannot afford scholars and researchers. We must work with researchers. The Ministry of Education is a big body, but they may not have the capacity that scholars have. This Bill also seeks to ensure that the Kenya Institute of Curriculum Development ( KICD ) is also involved in developing a curriculum. This Bill speaks clearly that they need to work with researchers and scholars to develop material for a curriculum."
