    "content": "However, there is a gap because in as much as we are saying that people should learn sign language, then they should have people they can interact with. Many organisations say they are teaching sign language to their staff, and then members of staff have no one to interact with. This Bill is coming in to effect Article 54(2) of the Constitution, where it says that the Constitution allows for employment of Persons with Disabilities (PWDs) either on elective or nominated positions. Mr. Temporary Speaker, Sir, this Bill is speaking to organisations to at least employ PWDs. The good thing about what the Constitution says is that it does give the criteria that the PWD must have this grade and all that. You will find sign language interpreters in so many media houses; it is a commendable job. However, there is also need to employ the deaf, so that the media fraternity can interact with the users of the language. This Bill also talks about the use of sign language in legal proceedings. It is important for a Judge to have true facts of a case in legal proceedings. The Bill suggests The electronic version of the Senate Hansard Report is for information purposesonly.
