"content": "Our counterparts in other areas have benefitted so much over time, but because of marginalisation and historical injustices, we have been left behind so much to the extent that we are not at par with other areas in this country. The most critical thing is that this law was supposed to be in place in 2010 after the promulgation of the Constitution, but that never happened. Even the money that was disbursed did not have any impact on the ground. Principal Secretaries used helicopters to get to the ground, as my colleagues have already mentioned, to identify the projects, but they did not understand the area due to lack of time. They were in a hurry. They come for only one day and then return to Nairobi to compile the report. After coming back with the proposed projects as given by the local leaders, there was bureaucracy at the top. Disbursement was not done. The identified projects were allocated money, but there was lack of supervision to ensure the money was used well to create the necessary impact in the areas."
