    "content": "This Bill has a bottom-up approach instead of review of projects from the top. It will enable the people at the grassroots to identify projects which will have the best impact. I am happy the membership of the local committee will comprise of the youth, two women and people with disabilities. The board will comprise of a chairperson from the marginalised and underdeveloped areas. This Bill will also address the issue of areas that were not considered during the first 50 years since Independence. Bureaucracy will also be lessened and the issue of principal secretaries flying in helicopters to the various areas will be reduced. The projects will be identified at the grassroots level and forwarded to the board at the national level. Therefore, money will be disbursed faster than before."
