    "content": " Thank you, Hon. Temporary Deputy Speaker. The qualifications of the people on the board will assist. In the past, we have had people picked from anywhere without qualifications into some boards. However, the fact that these people should be qualified in the sense that they are conversant with the economic development and planning, finance, law, accounting, social sciences and meet the requirements of Chapter Six of the Constitution makes this an outstanding Bill that should be supported. The other very important thing about this Bill is that apart from the board members, experts can be co-opted at any one time for purposes of assisting the board to meet its objectives. The other very important thing about the Bill is the fact that there will be local committees. This is very important as far as public participation is concerned. There has been allocation of money to projects that do not even meet the needs of the people. So, if you have the local people and the Chairman of the Departmental Committee on Finance and National Planning has intimated that this will be at the constituency level, that will be very helpful. These are the people who know the needs of their people. They will monitor the activities of the board and the finances. The other very important issue is the fact that we know that our country…"
