It should be enhanced to ensure that the petty thieves do not get into the Fund, which is supposed to assist the vulnerable communities. In closing, I would like to urge the House to support the Bill. It is very important. The Attorney-General’s advice is misplaced. This is informed by the fact that he has never lacked anything. There are counties that have been given all the things that should have been spread all over the country. Maybe that is why he does not understand. I would like to advise the Attorney- General of this country that there are people who need this Fund and the infrastructure that is there is neither sufficient nor is able to assist in the implementation of the Equalisation Fund. So, I support. I request my colleagues to support this Bill because it is very crucial for the poor and the marginalised communities of Kenya."
