    "content": " Thank you, Hon. Temporary Deputy Speaker, for the opportunity. From the outset, I wish to support my colleagues and the Mover of this Bill. I thank Hon. William Kamket for bringing this Bill to the House. The Constitution in Article 204 establishes the Equalisation Fund with very specific objectives to be achieved and a specific timeline. Because of that, the writers of the Constitution envisaged a country that is equitably developed because this country has a history of regional imbalance in terms of development.
