    "content": "The Constitution talks about marginalised areas; it does not talk about marginalised counties as was put in the first policy. That is recognition by the drafters of the Constitution. Even in very developed counties, there could be pockets of marginalisation that can be identified by the CRA as the body that is supposed to come up with the marginalisation policy. I have read the Report and the proposed amendments from the Departmental Committee on Finance and National Planning. We will be supporting those amendments.
