    "content": "Cognisant of the fact that these disasters in schools will no doubt continue to pose a problem, the Bill, therefore, is a response to the need for disaster preparedness and disaster risk reduction. Security and safety threats in institutions of learning come in various forms from external aggressors in form of terror attacks, active shooter situations or raids. Secondly, by internal aggressors, for instance, the fires by students, sexual assault and bullying and, finally, natural and man-made disasters such as collapsed buildings, floods, landslides, earthquakes, earth tremors, lightning and storms. Either way, there is physical, emotional and psychological injury, loss of life, property as well as loss of dignity."
