In my view, the amendment touches on elements to do with a money Bill. As the Chair of the Budget and Appropriations Committee (BAC), I would like to inform the House that we have not seen this particular amendment come before the Committee. I, therefore, seek your guidance on whether this amendment is properly before the House."
